In a move aimed at enhancing transparency, the Nayab Singh Saini Government has transitioned to a paperless system for the change of land use (CLU) process. According to an order from Amit Khatri, the Director of the Town and Country Planning Department, the new procedure for obtaining CLU permission is now fully digitalized, utilizing e-sign services, Aadhaar authentication, and digital signatures as part of the CLU-II Agreement framework, in accordance with the Haryana Scheduled Roads and Controlled Area Restrictions of Unregulated Development Act of 1963. Under this updated protocol, the department will issue a letter of intent (LoI) in conjunction with the CLU agreement, with the District Town Planner (DTP) signing the LoI electronically. Furthermore, applicants will be able to access their documents through a dedicated link labeled “LoI/observation notice reply” on the citizen dashboard, as outlined in the directive.
