ਚੰਡੀਗੜ੍ਹ, 5 ਅਕਤੂਬਰ (ਸ਼ਿਵ ਨਾਰਾਇਣ ਜਾਂਗੜਾ) : ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਦੇ ਕਾਲੇ ਖੇਤੀ ਕਾਨੂੰਨਾਂ ਖਿਲਾਫ ਰੋਸ ਪ੍ਰਗਟਾ ਰਹੇ ਕਿਸਾਨਾਂ ਨੂੰ ਆਪਣਾ ਅਤੇ ਸਰਕਾਰ ਦੇ ਪੂਰਨ ਸਹਿਯੋਗ ਨੂੰ ਦੁਹਰਾਉਂਦਿਆਂ ਅੱਜ ਕਿਸਾਨਾਂ ਸਮੇਤ ਸੂਬੇ ਅਤੇ ਇੱਥੋਂ ਦੇ ਲੋਕਾਂ ਦੇ ਹਿੱਤ ਵਿੱਚ ਮਾਲ ਗੱਡੀਆਂ ਨੂੰ ਲੰਘਣ ਦੇਣ ਲਈ ਰੇਲ ਰੋਕੋ ਅੰਦੋਲਨ ਵਿੱਚ ਢਿੱਲ ਦੇਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ।
ਸੰਘਰਸ਼ਸ਼ੀਲ ਕਿਸਾਨਾਂ ਨੂੰ ਅਪੀਲ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਉਹਨਾਂ ਨੂੰ ਰੇਲ ਆਵਾਜਾਈ ਨੂੰ ਰੋਕਣ ਵਿੱਚ ਢਿੱਲ ਦੇਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ ਤਾਂ ਕਿ ਸੂਬਾ ਜਰੂਰੀ ਲੋੜਾਂ ਦੀ ਪੂਰਤੀ ਕਰਨ ਦੇ ਸਮਰੱਥ ਹੋ ਸਕੇ ਅਤੇ ਕਿਸਾਨ ਭਾਈਚਾਰੇ ਸਮੇਤ ਨਾਗਰਿਕਾਂ ਲਈ ਇਹ ਯਕੀਨੀ ਬਣਾ ਸਕੇ ਕਿ ਆਉਂਦੇ ਦਿਨਾਂ ਵਿੱਚ ਕਿਸੇ ਤਰ੍ਹਾਂ ਦੀ ਗੰਭੀਰ ਮੁਸ਼ਕਲ ਦਾ ਸਾਹਮਣਾ ਨਾ ਕਰਨਾ ਪਵੇ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਮਾਲ ਗੱਡੀਆਂ ਨੂੰ ਲੰਮਾਂ ਸਮਾਂ ਰੋਕਣ ਕਰਕੇ ਪੰਜਾਬ ਦੇ ਕੋਲੇ ਦੇ ਪਲਾਂਟਾਂ ਦੀ ਸਥਿਤੀ ਨਾਜੁਕ ਹੈ ਅਤੇ ਉਹਨਾਂ ਕੋਲ ਸਿਰਫ 5-6 ਦਿਨਾਂ ਦਾ ਕੋਲਾ ਬਚਿਆ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਪਲਾਈ ਨਾ ਹੋਈ ਤਾਂ ਸਰਕਾਰ ਨੂੰ ਮਜਬੂਰਨ ਇਹ ਪਲਾਂਟ ਬੰਦ ਕਰਨੇ ਪੈਣਗੇ ਜਿਸ ਨਾਲ ਸੂਬੇ ਦੀ ਬਿਜਲੀ ਸਪਲਾਈ ਉਤੇ ਬਹੁਤ ਬੁਰਾ ਅਸਰ ਪਵੇਗਾ ਅਤੇ ਨਾਗਰਿਕਾਂ ਨੂੰ ਵੀ ਵੱਡੀਆਂ ਮੁਸ਼ਕਲਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਵੇਗਾ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਪਿਛਲੇ ਇਕ ਹਫਤੇ ਤੋਂ ਖਾਦ ਦਾ ਇਕ ਵੀ ਰੈਕ ਪੰਜਾਬ ਵਿੱਚ ਦਾਖਲ ਨਹੀਂ ਹੋਇਆ ਜਿਸ ਨਾਲ ਕਣਕ ਦੀ ਫਸਲ ਬੀਜਣ ਲਈ ਕਿਸਾਨਾਂ ਵੱਲੋਂ ਖਾਦ ਕੀਤੀ ਜਾਂਦੀ ਵਰਤੋਂ ਦੀ ਵੱਡੀ ਘਾਟ ਪੈਦਾ ਹੋ ਸਕਦੀ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਸ ਕਰਕੇ ਸੂਬੇ ਵਿੱਚ ਖਾਦ ਦੇ ਰੈਕ ਲਿਆਉਣ ਦੀ ਇਜਾਜ਼ਤ ਦੇਣ ਦੀ ਫੌਰੀ ਲੋੜ ਹੈ ਤਾਂ ਕਿ ਹਾੜ੍ਹੀ ਸੀਜ਼ਨ ਲਈ ਢੁਕਵਾਂ ਸਟਾਕ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਝੋਨੇ ਅਤੇ ਕਣਕ ਦੇ ਭੰਡਾਰਨ ਲਈ ਜਗ੍ਹਾ ਬਣਾਉਣ ਦੀ ਲੋੜ ਦਾ ਵੀ ਹਵਾਲਾ ਦਿੱਤਾ ਜਿਸ ਦੀ ਵਾਢੀ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਵੱਲੋਂ ਅਗਲੇ ਦਿਨਾਂ ਵਿੱਚ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਹਨਾਂ ਜੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਅਨਾਜ ਦਾ ਮੌਜੂਦਾ ਸਟਾਕ ਐਫ.ਸੀ.ਆਈ. ਵੱਲੋਂ ਚੁੱਕ ਕੇ ਮੁਲਕ ਦੇ ਬਾਕੀ ਹਿੱਸਿਆਂ ਵਿੱਚ ਭੇਜਿਆ ਜਾਣਾ ਹੈ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਸਾਨਾਂ ਨੂੰ ਇਹਨਾਂ ਗੰਭੀਰ ਚਿੰਤਾਵਾਂ ਵੱਲ ਧਿਆਨ ਦੇਣ ਅਤੇ ਪੰਜਾਬ ਰਾਹੀਂ ਮਾਲ ਗੱਡੀਆਂ ਚੱਲਣ ਦੇਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ ਤਾਂ ਕਿ ਕੋਲਾ, ਖਾਦ ਅਤੇ ਅਨਾਜ ਦੀ ਢੋਆ-ਢੋਆਈ ਦੀ ਇਜਾਜ਼ਤ ਦਿੱਤੀ ਜਾ ਸਕੇ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਕਿਸਾਨਾਂ ਅਤੇ ਹੋਰ ਪੰਜਾਬੀਆਂ ਨੂੰ ਕਿਸੇ ਤਰ੍ਹਾਂ ਦੀ ਅਸੁਵਿਧਾ ਪੇਸ਼ ਨਾ ਆਉਣ ਦੇਣ ਲਈ ਅਜਿਹੀ ਆਵਾਜਾਈ ਦਾ ਚਾਲੂ ਹੋਣਾ ਜ਼ਰੂਰੀ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਨੂੰ ਸੂਬੇ ਦੇ ਵਡੇਰੇ ਹਿੱਤ ਵਿੱਚ ਉਹਨਾਂ ਦੀ ਨਿੱਜੀ ਬੇਨਤੀ ਉਤੇ ਗੌਰ ਕਰਨ ਦਾ ਸੱਦਾ ਦਿੱਤਾ ਹੈ।

Once the supplies run out, there could be severe shortage of fertilizer for use by farmers for sowing of the wheat crop. There is, therefore, to be harvested by Punjab’s farmers in the coming seasons. For this, urgent need to allow inflow of fertilizer rakes into the state to ensure that there are sufficient stocks for the Rabi season, which will severely impact the state’s electricity supply and cause immense hardship to the citizens, with not a single fertilizer rake entering Punjab for the past one week
