Chief Secretary Shri Sanjiv Kaushal today issued a notification under the Haryana Right to Service Act (RTSA) to ensure speedy service delivery and promote transparency and accountability. RTSA provides a mechanism for citizens to file complaints against any department that fails to provide services within the prescribed time frame.
This initiative of the state government is an important step towards improving the ease of doing business in Haryana and supporting the development of the state’s economy.
Each service under this scope comes with a specific time limit. Now approval of building plans for industrial or residential purposes takes 15 days, while commercial plans take 30 days. Completion/occupancy certificates for buildings are issued within 15 days. Other services like No Objection Certificate, Conveyance Deed and No Due Certificate are issued in 20, 15 and 15 days respectively.
He informed that plot transfer, whether through sale or uncontested transfer will be done in 30 and 45 days respectively. Permissions for mortgage and attested copies of documents are granted within 30 and 3 days respectively. Change of ownership (except in cases of death), demarcation of plots and issuance of plinth level certificates will take 30, 5 and 7 days respectively.
Water and sewerage connections will be provided by the state government within 15 days, while allotment of land or shed in IE/IDA will take 60 days. Permission to install communication and connectivity infrastructure will be given within 45 days. Physical possession of the plots and expansion will take 7 and 14 days respectively to complete the project implementation.
Time limits for issuance of project completion certificate and change in name-related services have been fixed at 30 and 14 days respectively. The time limit for constitution change, plot change, plot surrender and plot partition is 30 days each. Time limit for lease or rent of plots and change in project status is every 14 days. Finally, the time limit for speedy repair of potholes on roads is 10 days.
Each service is controlled by a designated officer who is responsible for processing applications and ensuring compliance with set deadlines. In such a situation when a service is not provided within the specified time limit, the individuals have the right to lodge a complaint with the First Grievance Redressal Authority. If the problem remains unresolved, the second Grievance Redressal Authority is available for further action and resolution.
